Washington, DC - Today on Meet the Press, when asked by host Tim Russert about the firefighters and other workers who worked at Ground Zero being invited to sit in the Gallery during the State of the Union to get the President's attention to the need to immediately and fully fund the World Trade Center Health Monitoring Program at Mt Sinai, Andy Card, the President's Chief-of-Staff blamed the problem on the lack of a budget being passed by the Democratic controlled Senate.
