Schumer today announced new legislation to increase annual funding for the Low Income Home Energy Assistance Program (LIHEAP) by an estimated $75-125 million per year. The bill, the Low-Income Energy Reinvestment Act, would direct a portion of the oil royalties paid to the federal government to the LIHEAP program, resulting $9-15 million in increased assistance for New York City alone.
