The leaders spoke at a news conference she convened outside the Manhattan Veterans Administration Hospital on East 23rd Street, which will benefit from more than $228 million in federal funding to help it recover from Sandy that will help the facility renovate and repair key departments and systems, replace damaged or destroyed medical equipment and building systems, and repair or replace damaged IT equipment damaged during the superstorm.
