The proposed tower would be completely out of context in the Carnegie Hill Historic District. The area was designated a historic district because it preserves a moment in time when Madison Avenue was made up of low brownstones and townhouses.

WASHINGTON, D.C. - Today, during his weekly radio address, President Clinton announced the recipients of High-Performance Bonus (HPB) Grants for Fiscal Year 1999. (The HPB program was created by the Welfare Reform Act of 1996 to reward states by providing additional funding for those that excel in moving families from welfare to work.) In addition, he announced that the Department of Health and Human Services is issuing proposed regulations to expand the HPB program to include measures that would reward states for doing an exceptional job in providing food stamps and Medicaid to eligible families, thus requiring states to track their success in providing these services. Moreover, beginning immediately, all states that wish to compete for HPB grants would be required to certify that they are taking certain steps to inform eligible families about their options under these programs.
