The successful bill raises USAID funding to $425 million, up from $385 million last year, and removes anti-democratic Gag Rule restrictions. Maloney (D - Manhattan, Queens) led opposition to it. The amendment, which was introduced by Rep. Howard Coble (R-NC), failed by a vote of 145-223.
