WASHINGTON, DC - The National Counterterrorism Center (NCTC), which was officially created in the landmark Intelligence Reform and Terrorism Prevention Act of 2004, is still not fully operational, and now Congress will keep close tabs on its progress. Reps. Carolyn Maloney (NY-14) and Christopher Shays (CT-3) today offered and successfully attached an amendment to the Intelligence Authorization bill that requires the Director of National Intelligence to report to Congress on the status of the NCTC every 30 days.

WASHINGTON, DC - As the president’s plan to take back $125 million in promised 9/11 injured workers funds makes its way through Congress, Members of the New York Congressional delegation are challenging the administration to prove that the entire $21.4 billion of 9/11 aid promised in a 2002 Rose Garden press conference has been committed to New York (Letter to OMB: http://maloney.house.gov/sites/maloney.house.gov/files/documents/olddocs/Sept11/062105LtrOMB.pdf). Recently, when members of the New York delegation decried the proposal to take back funds, an Office of Management and Budget official was quoted in news reports claiming that the entire aid package continues to exceed $20 billion - the amount originally promised by the president (New York Daily News, “City Losing 169M in 9-11 Funds,” June 9, 2005). However, in their letter to OMB, Reps. Carolyn Maloney (NY-14), Jerrold Nadler (NY-8) and seven colleagues provide new accounting showing that $18.46 billion in aid has been given.

Effort to Re-Open Flow of U.S. Aid for the World’s Most Impoverished Women Is Blocked on House Floor
WASHINGTON, DC - A bold attempt on the House floor to rescue the U.S.’s contribution to the world’s leading family planning and maternal health organization was defeated today 233-192. Reps. Carolyn Maloney (D-NY), Christopher Shays (R-CT), Joseph Crowley (D-NY) and Steve Israel (D-NY) offered an amendment to the Science, State, Justice and Commerce Appropriations bill that would have prevented the State Department from blocking funding to UNFPA, the United Nations Population Fund. This would have essentially guaranteed that the U.S.’s contribution would be sent.

WASHINGTON, DC - The president’s proposal to take back $125 million in 9/11 funds meant for responders, recovery workers and victims became concrete today. A House Appropriations Subcommittee deleted the $125 million from the 9/11 funds in the Labor-HHS Appropriations bill it marked up today. The money is part of the $21.4 billion 9/11 recovery package promised by the president in a Rose Garden press conference.

WASHINGTON, DC - To end the blockade on U.S. funding that would help save women's lives around the world, Rep. Carolyn Maloney (NY-14), co-sponsors Rep. Joseph Crowley (NY-7) and Rep. Bobby Rush (IL-1), along with 10 other Members of Congress, have reintroduced legislation, the “Repairing Young Women’s Lives Around the World Act.” It would mandate $34 million to the United Nations Population Fund (UNFPA) strictly to prevent, treat and renew the hopes of women suffering from obstetric fistula, a horrific and debilitating condition found predominantly in sub-Saharan Africa, Southeast Asia and the Arab States.

WASHINGTON, DC - Congresswoman Maloney and eleven of her colleagues recently sent a letter to the Appropriations Committee to stop deep cuts to the U.S. Department of Education’s TRIO Programs (Upward Bound, Math and Science Upward Bound and Talent Search). If these cuts are approved, the state of New York would lose over $18 million and 50 programs serving over 19,000 young New Yorkers.
