Contracting Reform
Since 2002, I have introduced legislation to reform the federal government’s procurement policies to prevent those individuals who repeatedly violate federal law from receiving millions of dollars from the federal government. The “Contractor and Federal Spending Accountability Act,” signed into law as part of the FY09 National Defense Authorization Act (P.L. 110-417), will help bring integrity back to the federal procurement system by establishing a centralized and comprehensive database on actions taken against federal contractors and assistance participants, requiring a description of each of these actions. As a New York City Councilwoman, I successfully led an effort to implement a similar system (VENDEX).
