Finishing the Job to Ensure All Americans are Counted

  • The good news is that 2000 Census is on track to be the fairest, most accurate census our nation has ever conducted, a fitting first census for the 21st century.

Despite the best efforts of the Republican majority to sabotage a fair and accurate Census, the Census to date is an operational success. Beginning with a mail-back response rate of 67%, reversing a decades-long decline, every major operation has been completed on, or ahead of schedule and on budget. Early indications are that count may well be the most complete in history. However, we must remember that even with these successes, it is impossible to eliminate the historic, racially differential undercount without the use of modern scientific methods.

  • However, the new administration may implement national Republican Party plans to prevent the professional experts at the Census Bureau from completing their plan to use modern scientific methods to ensure the accuracy of the 2000 Census.

The President-elect is on record supporting the GOP position not to correct the raw census counts with the results of the Accuracy and Coverage Evaluation, a scientific quality control procedure designed to eliminate the racially differential undercount of African Americans, Hispanics, Asian Americans, and the rural and urban poor.

  • One of the first indications of such an official policy on the part of the new administration would be attempts to overturn the rule delegating the decision on whether to correct the Census to a committee of experts and the Director of the Census Bureau.
